Development Code

In June, 2015, the City contracted with Clarion Associates, a national land-use and real estate consulting firm, to review the City's development regulations (Municipal Code Title 070) and to recommend changes in the formatting and substance of the existing code. 

Clarion's tasks included suggesting changes to better streamline the City's existing land-use review processes.

Update

In 2016, Clarion began the process of updating and redrafting the city's Development Code, and released three separate modules for public review

Module 1 - Administration and Procedures 
(July 25, 2016)

Module 2 - Zoning Districts and Land Uses
(Dec. 20, 2016)

Module 3 - Development Standards
(Sept. 1. 2017)

On Feb. 6, 2018, the City of Glenwood Springs released a Consolidated Draft of the Development Code, incorporating comments from the individual modules. City Council and Planning & Zoning Commission will review the final draft of the code on February 15, 2018. 

A Final Draft for Adoption will be presented to Planning & Zoning Commission on March 27, 2018, in advance of a first reading on an Ordinance being presented to City Council on April 19, 2018.


Engineering Standards

The City of Glenwood Springs Community Development, Engineering and Public Works Departments are currently working on revisions to the Municipal Code and the creation of a City Engineering Design Standards and Guidelines code intended to be implemented in 2018.  

The Engineering and Public Works Departments have completed the draft version of the City Engineering Standards and Guidelines with the assistance of SGM. These standards are intended to remove design standards from the Municipal Code that pertain to public infrastructure design and construction.  

On Feb. 6, the City of Glenwood Springs released a final draft of the Engineering Standards for review and commentary. Please review this draft, and email your written comments to Assistant City Engineer Matt Langhorst by February 26, 2018. Please send comments on the Comment Logs Provided below:

Engineering is completing this in conjunction/coordination with the Community Development Department’s revisions of the development code with the intent of creating a living document that will allow Council/Engineering and Public Works to make adjustments to technical standards as needed to accommodate an ever changing world of design standards and construction techniques without having to change the overall City guidelines that are implemented within the Municipal Code.
