We have visited a couple of cities where there are high pedestrian and vehicle intersections all the vehicles will be stopped in all directions while the pedestrians cross in all directions. That way the pedestrians get where they need to go, in any direction through the intersection and then when the cars are allowed to go again they can keep moving instead of waiting for pedestrians that need to cross 2 streets to get diagonally across the intersection. Here is an example to explain the suggestion, idea for downtown Glenwood: https://www.youtube.com/watch?v=xq6GMm2PX6k
